The speech used in connection with cell phones (in German we call it "Handysprache") refers to/includes the following means of communication: SMS, MMS, UMTS etc. Certainly, a speech as such does not exist at all – this non-existence is principally due to the non-homogeneous services. For this, the term "Handysprache" or mobile speech remains nothing but a generic term, uniquely used in connection with cell phones.
